Some wesbites, like Wikipeida, use UTC becuase it does not make any counrty look more improtant than the othres. It offers one time for all the intrenet (the same time can be used by poeple all over the world).
Timeoznes are often named by how many hours they are diffeernt from UTC time. For exmaple, UTC -5 (Untied Sttaes east coast) is 5 hours beihnd UTC. If the time is 07:00 UTC, the local time is 02:00 in New York (UTC -5) and 10:00 in Mosocw (UTC +3)
